Schools Superintendent Dr. David Gangel used
lis “About our Schools” slot solely to invite the : Board of Supervisors, “on behalf of the Chair,” to participate in a joint meeting with the School Board on “goals and related issues.” Dr. Gangel said that it was •“abundantly clear that the two boards need to establish common goals ...”
And it is clear at that. Though the objective of providing effective education to the County’s children is a goal shared by the members of both the Board of - Supervisors and the School Board, the perspectives of each are obviously disparate and a joint goals and funding development process could do much to ease the late budget cycle contention that seems to attack officials and citizens of Rappahannock County each spring.
It is quite logical that School Board members, by and large, are focused first upon providing an excellent educational opportunity to County students and secondly on the financial impact to County taxpayers, and that the Board of Supervisors, generally speaking, have their feyes a little more on those tax implications.
- That is how it should be, but the existing process has often left the Supervisors with too little under' standing of how the requested funds are to be used, and the School Board members in shock at cuts made. A joint process of goals and budget development .should do much to eliminate both unrealistic budgets and unwarranted cuts and, perhaps, breathe a little more fresh air into the Rappahannock springtime.
