because after having spoken to each of your members, I had the distinct impression that this budget with its modest increases and considerable fiscal restraint, did no appear to pose any problems and was truly representative of what the School Board, (not the Superintendent) had determined after many hours of meetings and discussions to be the minimum level of funding necessary to provide a balanced educational program to meet the needs of all of our children in the Rappahannock Public Schools.
