Recently, I had an opportunity
to visit the Rappahannock Park outside of Washington. The center appeared as it does always: marked with graffiti and disrepair. Though the center does have nice basketball and tennis courts and a new skateboard arena, the pavilions and the children’s play area remain spoiled and decrepit. This disheartened me.
The pavilions and children’s areas provide the best services of the center. They theoretically should look nice and clean. However, this is not so. The pavilions appear dirty. The public grills seemed unsanitary and the bathrooms scream of
