The offenses that he was charged with occurred during his period of employment as principal of the Odessa-Montour High School in Schuyler County, New York—from September of 1999 to January of 2001—and included, according to investigation documents, "various forms of sexual harassment, including but not limited to, a pattern of sexual remarks, inappropriate touching and actual sexual contact with one of the victims, who was an untenured teacher." It was further noted that three of the four instances of sexual contact occurred on school premises, two of which were while school was in session. Sexually harassing remarks were tape recorded bv one of the victims.
As a result of the hearing and based upon information provided, the Professional Practices Subcommittee of the New York State Professional Standards and Practices Board for Teaching made the determination that "substantial questions exists" as to Joseph B. Perine’s moral character, and they acted to revoke his teaching and administrator certifications. Mr. Perine reportedly resigned suddenly from Odessa-Montour oh Jan. 19, 2001, just prior to his acceptance of the principal position in Rappahannock County. <
