On June 7, 1994, the Culpeper Board of Supervisors approved a rezoning request by ASCF, CCA, and Mr. and Mrs. Arthur Kelly for a Planned Unit Development (PUD). This was the first use in Culpeper County of the PUD concept and the idea of a Village Center.
