me issue was raised Town Attorney John Bennett\ in response to the application of William Metcalf, who asked the council to grant a new tap for the house he wants to build on Odin Lane, which is outside town limits. This application prompted Bennett to raise the issue of tap fees. A new tap hookup in Washington currently costs $1,000, but Bennett pointed out to the council that in other .towns new hookup fees are much higher, especially for property outside the borders of the town.
The Town of Middleburg, VA charges $8,500 for a new residential tap, and Culpeper currently charges $5,000 for taps in the town borders and $7,500 outside the town. The higher fees in many towns help pay for new or refurbished water systems.
“Just about every jurisdiction is looking at ways to raise revenue to offset the costs of water,” said Bennett.
