While new areas covered by the ordinance and the guidelines seem restrictive, according to Shepard they are intended to ensure that structures eligible to be official historic landmarks are protected. She gave examples of alterations that would not have been covered by the previous ARB but would threaten a home’s historic status, such as skylights or the stucco substitute Dryit.
Despite Shepard’s explanations, the jointly meeting bodies flagged many sections of the proposed draft to be considered carefully later. “Some of this is just too restrictive,” said Goodine. Copies of the proposed historic draft ordinance are available for a small fee at the Washington Town Hall. The next joint meeting on the Historic District Ordnance is February 27.
