Harvey’s stated plans would indeed require many visits to both the Planning Commission and the Board of Supervisors, since the property occupied by the Blue Rock Inn is technically zoned only for agricultural use. While this use is fulfilled by the vineyards and equine sports maintained on the property, the commercial lodging and restaurant are justified only by previous special exception permits approved by the Board. If Harvey pursues all of his plans, he would have to ask the BOS for multiple similar permits .

“Polo, vineyard, inn, bar. At some point its use is not agricultural,” said the Planning Commission’s Alvin Henry. “You can’t keep loading up the property with uses like an ice cream cone.”

According to Harvey, the majority of weddings held at the Blue Rock have involved 60 to 65 guests, although he has held gatherings there involving 137 people. Presumably, if Harvey achieves his construction goals, larger gatherings
