The State Corporation Commission (SCC) staff will get the extra time it wants to study Dominion Virginia Power’s proposed 500,000-volt transmission line through the Piedmont. a '^ie SCC staff wanted an extension to review what it called a “complex and novel" application.
In an Oct. 4 ruling, SCC hearing examiner Alexander F. Skirpan Jr. moved the:
• Evidentiary hearing in Richmond from Jan. 14, 2008 to Feb. 25. Formal participants, including Dominion and the Warrenton-based Piedmont Environmental Council (PEC), will provide expert testimony during the courtroom-like proceeding.
(The public hearing to take citizen comments on the proposed power line still will be held on Jan. 14.)
• Filing date for respondent testimony and exhibits from Oct. 9, 2007 to Dec. 4, 2007.
• Filing date for staff testimony exhibits from Nov. 5,2007 to Jan, 8, 2008.
• Filing date for Dominion and partner Allegheny Power’s rebuttal testimony and exhibits from Dec. 3, 2007 to Feb. 5. 2008.
“I don’t like to characterize" SCC actions such as Skirpan’s, Dominion spokesman Jim Norvelle said. “Requests for delays, for doing extensions in regulatory proceedings, are common."
But, Norvelle said: “It tightens up (Dominion’s) schedule" to complete construction of and operate the proposed line by June 2011.
