PROPOSING FOR ADOPTION OF AN ORDINANCE PROVIDING FOR THE MANAGEMENT OF STORMWATER
IN LAND DEVELOPMENT PROJECTS
The Rappahannock County Bond of Supervisors shall hold a public hearing to consider adopting an ordinance on Monday, January 7,2008, at 7:00PM at the Courthouse in Washington, VA. The ordinance regulates and requires the management of stormwater flows in certain land development activities, and is specifically authorized in §10.1-803.3, etseq. of the Code of Virginia, 1960, as amended. The ordinance will be considered in conjunction with amendments to the Zoning and Subdivision chapters of the Rappahannock County Coda, which shall be considered in separate hearings held the same evening.
The purpose of this ordinance is to protect the health, safety and general welfare of the citizens of the County and the Commonwealth of Virginia and Id prevent water from being rendered dangerous to the health of parsons living in the County. The specific purposes of the ordinance are to:
A. Minimize the deterioration of state waters and waterways resulting from land disturbing actlvitias. B. Protect the safety and welfare of citizens, property owners, and businesses by minimizing the negetiue impacts or increased stormwater discharges from new land development and redevelopment C. Control non-point source pollution, erosion and sedimentation, protect stream channel functions, drainage, and facilitate natural recharge of groundwater. 0. Maintain the integrity of existing stream channels and networks tor their biological functions, (tanaga and natural recharge of groundwater. E. Protect the condtion of state waters tor aU reasonable uses and ecological functions. F. Provide for the long-term reaponsibiMty tor and maintenance of stormwater management fealties and best management practices. G. Integrate stormwater management and pokuhon control with other county ordinances, pmgrame, pokdaa. and comprehensive plan. H. Promote the long-term susteinabiaty of groundwater resources.
