Given the tight fiscal picture that Virginia faces, the Governor’s proposals for new initiatives are similarly restrained. The bulk of new spending in areas such as health and human resources, for example, go to simply keeping up with enrollment ■ and inflation costs. The new initiatives for health care access expansion, early childhood education, foster care system improvements, and mental health services are targeted to areas well-recognized as needing improvement in the state.
