PROBLEM IS TO MAKE CUT IN FUNDS STICK
Hie first appropriation bill passed
nearly 6 per cent below the total asked by the Administration.‘It would be wrong to assume, however, that this indicated what can be done with the budget requests for the next fiscal year. A large part of the reduction of more than a billion dollars in this bill, which was to provide funds for the remainder of this fiscal year, resulted from allowing the Defense Department to transfer available funds. This means that unless we later eliminate some activities which have been authorized, the projects which lost funds this year will ask for them in the regular budget.
