The American producer sells his goods for dollars orily and the exchange of any other country is worthless to him unless and until converted into dollars. But there are only two ways in which foreign nations can get dollars. One is for us to give them away and we have tried that program and it has* failed. The other is for us to huy foreign goods and pay dollars for them. If we can 'obtain genuine cooperation with the British Commonwealth nations toward this end—which means that they must eliminate some of their own barriers in trading with our other allies—we shall have real progress toward a stronger economic as well as military defense of_ the. free world against Communism.
