“My contention is that the community is growing,” stated Bloomer when asked for enrollment projections. He based his opinion on the stability of enrollment now from August through June. Normally, schools experience a four to eight per cent dropout rate during the year, according to the superintendent. He noted, however, that RCHS had ended up for last year with about the same number of students in June as in September and would do so again this year due to in-school transfers. He noted also that Rappahannock students are staying in school longer.
