lawyers to the population generally is much lower than it is here. Civil rights for citizens are embodied in our Bill of Rights. However, included under that concept was slavery, and voting and other rights were denied women and others for many years. Still, we had the words of our constitution to support attempts to gain civil rights and liberties for all the people.
In China many of our civil rights have been included in their new constitution adopted in 1978, including equal rights for women and the right of free speech and assembly. One studying the Chinese legal system would have to take into account the idea of an enemy of the people or the state, just as we have the idea of treason. It appears that crimes against the people, political drimes, are less well defined than we would like to see them in our country, and this opens the possibility for gross injustice by the state against individuals. We heard that the excesses of the Gang of Four has impressed many Chinese with the need for civil liberties protections. It will be interesting to see whether or not a socialist dictatorship can devise them.
