dependent tenant-landlord sort of status. This process was tolerated in the past when aid from the USSR was sought. Owing to disagreements about just what should be done and how, the Soviets abandoned their projects in China and abruptly left, to the dismay of the Chinese.
People who remember that experience are probably counseling caution today, for the Japanese, Euopeans and Americans, from whom China is seeking help now, are just as concerned as were the Russians to see that projects they will be financing are undertaken and controlled according to the methods which have proved successful for them elsewhere.
An underlying assumption is that instant progress can be imported, to China’s benefit and the foreigners’ profit. Transforming the character of Chinese society and economics to the extent that it has been done already is an unparalleled achievement: food, shelter, clothing, employment, education and health care have been effectively provided in China to a quarter of the human race. Birth control programs seem to be working in most areas.
But to move from war, economic chaos, starvation, illiteracy, epidemics and social disintegration to 20th century modernity is not a possibility for so large a segment of humanity within a period of 50 years.
