After Mao’s death in 1976, these people were resisted by others who disagreed, and the Gang of Four was identified, removed from office and jailed. Obviously there were more than four, but in a way characteristic of the Chinese, the movement to get rid of their policies and political apparatus was symbolized with that appellation, and today efforts to re-design the government and its operations are spoken of as eliminating the influences of the Gang of Four. The movement is expressed positively as pursuing the Four Modernizations— agriculture, industry, science and technology, and defense.
Education Paramount
At the heart of the current effort is the question of education because a modern, i.e.. Western industrial, approach to society requires the use of skills, techniques, basic resources and facilities not currently available in China. Certain national goals for over-all production were decided upon. To carry out these aims, vast changes are necessary, yet just how they are to be achieved is not clear to anyone in China, it seems, and there must be a great deal of pulling and hauling going on at the top behind closed doors.
At this time no one can possibly predict what the results will be, but in terms of major changes, if one examines what the Chinese have to start with, it is unlikely that what the West has been led to expect in the way of trade and moneymaking schemes will develop. I would not expect a significant redesign of the Chinese economy in the next 25 years. There simply isn’t the money or the trained personnel to accomplish it.
