Miller maintained that it's the board’s responsibility to determine space needs at the high school and make a recommendation to an architect on a building program. “I think this board should agree on what it wants and engage an architect. And I think it should be done right away.”

To explain her position, Mrs. Massie drew another analogy. “1 would rather plan my own trip than have a travel agent do it for me."

No First Step?

“If we now say that we have to have a program audit as the first step in a capital outlay program, it means we haven’t even taken a first step!" Miller added. Noting the long hours that he and other board members have spent oii capital v ■ improvements, he said he was “perfectly willing to go to the supervisors and encourage them to approve our recommendation.”

Asked by Eastham if they were sure that the space at the high school is now being used to its maximum efficiency. the other board members indicated they thought it was.
