The horticultureagriculture program could also teach safe operation and maintenance of farm equipment and use of and alternatives to agri-chemicals as well as landscape gardening and planting, she added.
“It fnakes no financial sense to base our building program on a stable or declining school population" with the 1980 census showing an increase in county population for the first time since the Civil War, Kilpatrick said.
"Only good luck, favorable court decisions and an evenhanded and wise zoning policy by our supervisors and planners will prevent our population from skyrocketing in the next 20 years,” she maintained. And even with success in all those areas, the county will still experience growth, Kilpatrick said.
Even though it may not be possible to project accurately population for more than five years into the future, “we must build for 20 years," she said, noting that school construction costs have jumped from $40 to an anticipated $60 per square foot in the last two years alone.
While much of the county’s recent growth has been in second homes and retirement homes, these have a way of becoming primary homes as retired people die or sell to families in their middle years, according to Kilpatrick. "Last week's newspaper told us of two more proposed subdivisions in Rappahannock." she added.
