“railroaded" through her own motion to have the school board apply for a special use permit to build the proposed central office and vehicle maintenance facility.
The chairman reported on a legal opinion from the county's commonwealth's attorney that such application was proper under Rappahannock's current zoning laws. She then asked for a motion to make the application. The response and a second were immediately forthcoming from two board members. No pressure was applied, no voices were raised, no threats were issued to prompt that motion and its second. That sequence of events hardly merits the description "railroading.” The school board chairman only followed the standard parliamentary procedure adhered to by chairman of the county’s other governmental bodies at almost every meeting.
We do not question the time, energy and effort that the Wakefield District representative puts into his job of setting policy for the county’s public schools. No other board member has ever gone back to classes for 13 days. There would have been no comprehensive review of the school board's insurance portfolio without Robert Eastham’s leadership. And he fought for the accounting precedures now in place to give the school cafeteria and activity funds their first unqualified audit.
But we leave it to the public to decide whether he also deserves most of the credit for seeing that all school children are treated fairly and impartially, for controlling the school budget to avoid waste and excess, for putting in place a Gifted and Talented program, for upgrading instructional staff, for putting in place a competent school administration and the long list of other accomplishments cited in his letter.
