The Rappahannock supervisors unanimously passed a resolution of support on Monday, clearing the way for Warren County’s Industrial Development Authority to issue bonds for construction of an adult group home in Harris Hollow.
Sam Snead, representing the Group Home Partnership. reported that he has contacted members of Warren’s Industrial Authority and found them “receptive to passing an inducement resolution.” The Partnership wants to try to get bond financing, Snead said, adding that it presented the most attractive financing for the group home planned for the old site of the Rappahannock Ski Area.
“There have been similar types of things done in other places.” Snead said. “Adjoining counties are usually willing (to issue bonds) because the project will provide employment for their people.” Warren County’s Industrial Authority is receptive to the proposal if Rappahannock's supervisors pass a favorable resolution, he said. Snead emphasized that support would not obligate county government in any way. "It just provides us with a financing source to get this off the ground."
Commonwealth’s attorney Douglas Baumgardner concurred that the county board would incur no obligation by passing a resolution of support.
