Robert Edward Taylor was convicted by a Rappahannock jury on October 29 of driving a motor vehicle while an habitual offender and sentenced to 12 months in jail.
In February, 1980. Taylor, who has a long record of traffic offenses, was declared an habitual offender by a Richmond circuit court and his privilege to operate a motor vehicle was suspended for ten years, according to commonwealth’s attorney Douglas Baumgardner.
Judge Shore Robertson told the jury that the state had fulfilled its legal requirements by sending Taylor, a non-resident of Virginia at that time, notice of his status by registered mail to his last known address. The letter was returned unclaimed.
