Too Many People
A billion. It is wall-to-wall human beings everywhere.
On a visit to a farm commune near Kwelin. the Brigade leader solemnly informs us that to slow China’s exploding 2 percent annual population growth the government has announced a new policy of only one child per family. And if despite intense family planning education, that quaint expression for the free devices and abortion, you have a second child then the penalties are harsh—family wages are reduced, it loses rice, bicycle and oil coupons, and the child is declared for life not a Chinese citizen.
Tough stuff and it apparently is being enforced, or at least no one 1 talked to admitted knowing anyone who has recently had a second child. Asked about his own family, the young Brigade leader sheepishly, yet somehow proudly and fortitudinously. reveals he already has a son and a daughter.
With a population of a billion people and growing by 2 percent a year, there is a large concern about China's ability to provide for its people with expanded imports. Oil use in America can be reduced more easily than food intake in China. If there is any redeeming quality in a Communist police state, it is the capacity to simply order and enforce control of a population explosion.
