Hobson suggested that the supervisors find someone from the ranks of retired military personnel with training in emergency planning to take the position of Rappahannock's civil defense coordinator. Clerk Diane Bruce noted that the supervisors have received a letter from the State Office of Emergency Services, stating the need for starting work on a nuclear civil defense plan for Rappahannock. State personnel have volunteers to explain to the board where the county is in relation to dangerous nuclear areas and to work closely with the local civil defense coordinator. “They want to plan on what to do with the people relocated from D.C.,” Hobson pointed out, adding that this presented another good reason for naming a new person now as emergency coordinator.
By consenus, the supervisors agreed to respond to the letter from the State Office of Emergency Services as soon as they’ve appointed a replacement for Hobson.
A proposed ordinance amendment to allow churches as a special permit use in an agricultural zone was set for public hearing at the board’s December session.
At their October meeting, the county planning commissioners voted to recommend denial of the original proposal to allow churches by right in an agricultural zone and recommended approval by special use permit instead.
Zoning administrator David Konick told the supervisors of a ”60 Minutes” report broadcast recently on a religious cult that had taken over a small western town, outnumbering its original residents and electing cult members to the town council. Konick expressed hope that fhe supervisors would address that question in supporting allowance of churches by special use permit instead of by right in agricultural zones. ”1 don’t think there will be a problem with a special use permit for a ‘legitimate’ church,” he said.
