Partial Abandonment
At Monday's hearing. Eastham told the supervisors that he was now proposing abandonment of only the Route 629 section which borders his land.
Prefacing his remarks with his grandmother's admonition that Easthams should stick together. Robert Eastham, Thomas Eastham’s cousin, described Route 629 as “an attractive nuisance...It is. in fact, abandoned right now except it isn't closed." Unless the road is blocked off, it will continue to present a danger, he maintained, noting that a young man had been killed there when he failed to make a curve in a drag race.
The road is a "garbage dump" and will require expenditure of highway funds for maintenance unless blocked off, Eastham continued. "It's a perfect place for devilment.” he said, reporting that pavement had been painted with obscene graffiti.
The major reason why opponents to abandonment want the road open is for enhancement of their property values, Eastham claimed. "What is the purpose of building and maintaining a public road? Enhancement of property values or to provide a means of getting from here to there?” The only reason to keep Route 629 open is to serve "some future private interest,” he insisted. “We’re not asking that the whole bloody thing be closed,” just the portion that borders Thomas Eastham's land, he added.
Graffiti was "conveniently" painted on the road the night before a scheduled inspection of the site by highway depanment representatives and neighboring landowners opposed to abandonment, Mrs. Kuhn countered. “I need the road.
