early three times a year for ball games and dances, Cogar adds. In a rural county where most of the students are bused to school, few can return for evening extracurricular activities. But such gatherings are important to social development, Cogar says, and should be available for all the kids.

An 8th grade student lounge with snack vending machines offers an informal meeting place for members. They must present their “earned responsibility” cards for admittance—and Cogar says so many students are demonstrating exceptional behavior in order to earn responsibility that the lounge will soon need to be enlarged. The lounge looks out on the courtyard with its gazebo, an extension of the “responsibility area.”
