This year’s session of the General Assembly may be marked more by the procedural and personality clashes within—and between—the House of Delegates and the Senate than by the quality of the legislative debate on the floors of those august bodies.
Feuds which have been festering for nearly a decade flaired in the Senate, by far the more feisty of the two houses. At the same time, newly hatched animosities bubbled ominously just below the veneer of icy formality with which the gentlemen and gentlewomen of the legislature deal with such matters. Occasionally they boiled through to the surface.
A few days before the session convened, retiring Sen. Adelard Brault of Fairfax startled his former colleagues with a broadside attack on the leadership quality of the other members of the Northern Virginia delegation. Specifically he questioned whether Sen.
