E.N. Montague
Former School Board Chairman
E.N. Montague of Sperryville died Tuesday evening, January 24, 1984, at Culpeper Memorial Hospital. He was 83.
A native of Washington, D.C., he and his wife, the former Frances Newman who died here in 1979, brought property in the county in 1952 and were weekend and summer residents until 1962 when they settled full time at their home, Manahoc, in Jenkins Hollow.
Mr. Montague was bom on June 18, 1900. He graduated from Pennsylvania State College in 1922 with a degree in civil engineering and earned a second degree from the University of Pennsylvania in industrial engineering. He served as project engineer for the Clarion River Hydroelectric Dam in Pennsylvania, overseeing the construction of the huge facility that generates power for much of the state. Mr. Montague was also director of personnel for the Dupont Rayon Company in Waynesboro, Virginia.
Asked to join the Roosevelt administration in Washington, D.C. in 1936, he was named principle examiner for the Bureau of the Budget.
With the Japanese attack on Pearl Harbor and America’s entry into World War II, Mr. Montague, a member of the Army Reserve, went on active duty and as a It. colonel, served in the European Theater of Operations until the conflict ended in 1945. He was stationed in England with the Air Tranport Command and also served with Army Intelligence in counter-intelligence activities.
After the war, he returned to the Capitol and his post with the Bureau of the Budget. Then in 1952, he was asked to be director of personnel by the Department of State, overseeing 22,000 employees, including foreign service, scattered at 500 embassies and posts around the world.
In 1955, he was made director of personnel and training by the Department of the Treasury for the Internal Revenue Service where he was awarded a certificate for meritorious service. He retired from that post in 1960.
In Rappahannock, he served on the county School Board from 1970 to 1977, weilding the chairman’s gavel from 1974 on. A member of Trinity Episcopal Church in Washington, he was a vestryman and senior warden for many years and also served on numerous committees, both at the local and diocesean levels.
Mr. Montague is survived by his son, H. Colton Montague of Fairfax County; a brother, Colton F. Montague of Berwyn, Pennsylvania; two grandsons, two granddaughters and two great-grandchildren.
Funeral services will be held at 11 a.m. on Friday, January 27, at Trinity Episcopal Church in Washington. Interment will be in the Episcopal Cemetery in Woodville.
