That We’re NOT? When U.S. Secretary of Education T. H. Bell searched the nation for “model” schools, he evaluated 396 top contenders according t<3 the “Nation at Risk” recommendations. Finally he selected 144—including Prospect Heights in Orange—that seemed to be doing the best job in 14 ways: 1. Clear academic and behavioral goals 2. Order and discipline 3. High expectations for students 4. Teacher efficacy-leadership qualities 5. Rewards and incentives for teachers and students 6. Positive school environment 7. Administrative leadership 8. Community support 9. Extent of concentration on academic learning time 10. Frequent and monitored homework 11. Regular and frequent monitoring of student progress 12. Well-structured curriculum 13. Variety of teaching strategies 14. Opportunities for student responsibility. Prospect Heights Principal Paul N. Cogar says the school isn’t doing anything new. Since 1971 Orange County school administrators have battled to turn around the school’s previously bad reputation.
