discussed some matters that have proven to be problem areas. One such area discussed was the necessity of fding condemnation certificates on property belonging to five individuals since they refused to sign easement agreements.
An easement agreement gives one property owner the right to use the property of another. The WSA has been working on having all of the property owners in Sperryville sign the agreements so that collection lines can be laid.
When the certificates of condemnation are filed in the County Clerk’s office, the WSA will have title to the land that is needed for the collection lines or for access to the plant. The landowners can then either accept the appraised value of the land, negotiate the value or ask the circuit court to have a condemnation commission determine the fair value of the land.
