sion that careful thought went into its calculation. In truth, the board arrived at that figure in an arbitrary manner after Chairman Hubert Gilkey III urged the supervisors to close discussion on the budget because “we’re not getting anywhere.”
Mr. Gilkey was right: the supervisors were not getting anywhere, primarily because they were overwhelmed by details in the budget of which they had little knowledge.
The discussion was further clouded after the supervisors’ informal calculations showed an increase in the budget even though the $120,000 cut had been figured in. To our knowledge, the inconsistency has yet to be explained.
The state of confusion during the entire discussion of the school budget argues strongly for the hiring of a county administrator. A top-notch professional person should work fulltime to ensure that the supervisors are well-briefed on issues so important as education in the county.
