“The theory (of the U.S. legal system) is that the truth will come out if counsel on both sides is allowed to argue their cases,” Luke explains. “It is up to the judge to determine the guilt or innocence of a person. Attorneys have no power to dispense justice. The judge is supposed to do that.”
Another attorney in Rappahannock, Frank Reynolds, is from Campbell County, Va. He graduated from American University’s Law School in 1972. An officer in the armed services from 1965 to 1969, Reynolds served two years in Vietnam. During his years in the service he developed political interests, which prompted his decision to become a lawyer.
He saw possibilities for reform of the U.S. political system, not in the street riots of the sixties but in the courts, where he thought he could do some good. He wanted to help people through “the maze” of the legal system.
Fresh out of law school, Reynolds practiced in San Francisco for two years, from 1972 to 1973. When he and his wife decided against raising children in an urban area, they moved back to Campbell County where Reynolds farmed for two years. The career in farming gave way to his greater interest in law. He practiced in Campbell from 1975 to 1980 then moved to Rappahannock where he taught at Wakefield for two years. From 1981 to 1984 he was staff attorney for the Piedmont Environmental Council. Reynolds now has opened a private practice on Gay Street in Washington.
How does he feel about knowing all the other lawyers in the county? “We are friendly adversaries,” he says. “You can be a friend to someone and still represent a client.” The lawyers here all understand they have an obligation first to their clients, Reynolds
