“My feeling is that we are passing a law that says there has to be a reasonable effort and that right now Evelyn (Willis) is going to get a call from Jack (Bruce) and he'll say, ‘I’ve got a dog here, and I don’t know who the owner is’,” Kramer said. “Then I assume Evelyn will take some action to determine who the owner is, and it may be running an ad in the Rappahannock News or putting a notice up in the post office or any series of things. ”
Council member Newbill Miller said that council should not have an advertisement every time a dog is picked up. “We’re not talking about peanuts,” Miller said. “The cost of impounding a dog with feed, care and maintenance now has doubled and tripled.”
Miller said that many roaming dogs in town are already in violation of county law since they do not have any tags on. He suggested that the problem in town could be alleviated if residents would call Bruce whenever they see a dog with no collar or tags.
“I hate to see bad legislation passed when it isn’t going to solve the problem,” Miller said. “I can’t vote for this ordinance the way it is, and I’d like to see an ordinance passed. I would hope that we would ask that the county ordinance be enforced.”
