Council member Bill Wickens said that roaming dogs have been a problem in town for a long time and there has been no enforcement of the county ordinance. Miller said that the lack of enforcement was due to people not calling Bruce when they see a dog with no tags. “I’ve never known Jack (Bruce) not to respond when he’s called,” Miller said.
Eldred said that she had called Bruce before and he always responded, but that the dog or dogs had to be held until he could get to her home. “I’m not going to try to hold five to seven dogs in my garden while he’s on his way,” Eldred said. Miller said that a complaint can be made about unlicensed dogs roaming the streets, and Bruce will periodically check the town.
Kramer said that the town has had the problem for too long, and that the ordinance will at least help to alleviate the situation. The ordinance was adopted with four yes votes, one no
vote (by Wallace Critzer) and one abstention (Miller). The ordinance goes into effect immediately, but its enforcement will have to wait until an animal shelter is built in Rappahannock.
