Mr. Moore was referring to the fact that a new farm bill was developed in 1985 and now, in 1986, we are seeing the beginning of the implementation period as agriculture struggles to pull itself out of the worst period since the depression of the 1930s.
“Credit continues to be a big problem for a lot of farmers,” Mr. Moore said. “Not credit from the standpoint of the availability of money, the money is there, but the problem is the ability of the borrower to pay it back. ”
