Sen. Waddell’s opposition wasn’t coincidence. He represents Loudoun County and parts of Fairfax County, both fast-growing communities that want to redraw their political districts to reflect population changes.
Republicans say the purpose of the legislation, which was proposed by Senate Majority Leader Hunter B. Andrews (D-Hampton), is to thwart the Fairfax County Board of Supervisors, which has a 5-4 Republican majority. They argue that Democrats fear redistricting by the board would put some Democratic supervisors in tougher districts in which to win reelection, a process known as gerrymandering.
