Mr. Moore said. The much discussed Gramm-Rudman law addresses this problem and seeks to assure that some positive action is taken. Unless repealed or declared unconstitutional, this law will cause drastic action to be taken, Mr. Moore believes.

“However,” he said, “timely preemptive legislative action by Congress to adopt across-the-board cuts in government spending would get the job done in a much more equitable manner. To exclude Social Security and the other entitlements is unthinkable.”

“We are glad to see agriculture recognized for its contributions to society, but it is too bad that it took tough economic times to bring the plight of the farmer before the American people,” Mr. Moore concluded.
