Sen. Wiley F. Mitchell Jr. (RAlexandria) served on the study subcommittee but dissented from its recommendation and spoke vociferously against the bill on the Senate floor.
The legislation. Sen. Mitchell wrote in dissent, “flies squarely in the face of the ‘one man, one vote’ predicate upon which our current electoral districts are based and, in so doing, ignores the reality of massive population shifts which are occurring in the more rapidly growing areas of the state.”
