Fairfax County, or at least the Republicans controlling the board, sent lobbyist Doreen Williams to speak to the House committee against the bill, which she said “will affect adversely the legislative discretion of local governing bodies.”
Ms. Williams cited statistics that illustrate population imbalances among electoral districts in the county. \
“It is apparent that if the county had not redistricted in 1975, there would have been an enormous population imbalance among supervisor districts over the period 1971 to 1981,” she said. “The issue for the present board is whether or not to permit such imbalances to occur between 1981 and 1991. Senate Bill 146 would prohibit this consideration.”
