“In appearance, this will be like a residence with a lot of weekend guests,” said Ted Chapman of his special use permit application for a religious retreat center on 100 acres in the F.T. Valley.
“It’s really more residential than commercial.”
But the county planning commissioners didn’t agree. Instead, they voted unanimouslyjast Wednesday to recommend that tile Board of Zoning Appeals deny the permit on the grounds that the retreat center would constitute a commercial operation in a conservation zone.
Mr. Chapman said he and his wife Renate want to build a 12-bedroom structure which would serve as their residence during the week and as a retreat center for area church groups of up to 20 members on weekends. The visitors would come to study the Bible, meditate, plan Sunday school programs and work on church budgets, he said, adding there would be “no outdoor speakers, no lights, no summer camp and no trailers.”
“We’ve chosen a building site where the visibility from neighboring properties is limited,” Mr. Chapman said. He explained that he and his wife are lay people, not clergy. He is Episcopalian, she Catholic.
