Baliles targets illiteracy

RICHMOND — The state’s “no read-no release” program will be in place in Virginia prisons by this summer, Gov. Gerald L. Baliles said Friday.
“It is very clear that crime and illiteracy go hand in hand. One, quite simply, feeds oh the other. Men and women who become prisoners of the state invariably first become prisoners of their own illiteracy,” Gov. Baliles told a meeting of the Correctional Education Association in Charlottesville.
Gov. Baliles said two months ago he intended to make literacy a condition of parole. Corrections and parole officials are working out the details of the educational programs, but the governor outlined the timetable to the association.
Initial screening showed that 3,800 of the 10,800 prisoners cannnot function as well as a sixth grader, he said. They will be the targets of the program, once inmates with learning disabilities are eliminated.
Prison officials will administer a standardized test to the targeted inmates by May 15, each prison will have its program ready by July 1 and instruction will begin by late summer, the governor said.
