“Church school/retreat was a shorthand condensation of our application by the zoning administrator,” Mr. Chapman said. He repeated that 1 the structure on the 100 acres would operate as a retreat center only on the weekends and only for small groups of 20 or fewer.
Jim Thomason, recently granted a use permit for a bed and breakfast business by Washington’s Town Council, explained that the council “chose to grant the permit to us personally rather than to the property." By following the same approach, the county could alleviate worry over what might be done with the land and the 12-room structure once the Chapmans are no longer in control, he said.
“That would be very agreeable to us,” Mr. Chapman acceded.
Neighboring landowner Holton Montague expressed concern over “intent versus reality.” The Chapmans’ altruism might be outvoted by the bank holding the mortgage on the property, should the retreat center prove unsuccessful, he said.
