“To me, the structure looks like a motel,” said Phil Irwin, voicing concern for potential environmental damage the Chapmans’ proposal posed. ‘We don’t need additional motel accommodations, we don’t need additional religious retreat accommodations in Rappahannock County,” he maintained. “What happens in the future when the altruism might have faded? That concerns me greatly.”
The Flint Hill resident described the Chapmans’ request for the religious retreat center as “a key in the lock of Pandora’s box . . . Make sure this application doesn’t lead to creating a Pandora’s box in a bunch of unneeded rental units,” he warned the planning commissioners.
Neighboring landowner E. P. Luke pointed out that the notice of the BZA’s public hearing described the application as being for a religious school and retreat, adding that a school operation would mean more than “Sunday school people coming out for the weekend.”
