plication, as it will process residential wastewater. Such sludges are less likely to have unacceptable high levels of contaminants and'* more likely to have higher levels of organic matter and nutrients than sludge from plants which also process industrial wastes and storm drain runoff.

While farmers often clamor for sludge, the general public isn’t quite as enthusiastic.

“It’s an emotional issue,” says the District government’s Wallace White, who has worked to find takers for Blue Plains sludge. “Nobody wants to treat somebody else’s crap. Nobody wants anybody to crap in their backyard.”

Opposition generally centers on three areas of concern: Health threats, ground and surface water contamination and odor.

Raw sewage does contain pathogenic bacteria, viruses and certain parasites. Most are destroyed during processing at the sewage treatment plant, but some may survive. To kill the remaining pathogens, sludge can be air-dried, heat-dried, irradiated, composted or stabilized with lime. As a further precaution, public access to land aplication areas should be limited for one year after spreading, and grazing by animals that produce products consumed by humans should be prohibited for at least one month.
