The highway planners insist that the proposed outer beltway’s route remains undecided. The general proposal would link Interstate 95 near Quantico with Interstate 270 near Mt. Airy, Md.; the asphalt would be poured through Prince William either to the east or west of Manassas and through Loudoun County somewhere between Route 28 at Washington-Dulles International Airport and Route 15 at Leesburg, depending on which of four alternative routes is finally chosen. But, in fact, the mileage cited in the $1.2 million allocated in 1986-88 for preliminary engineering matches just one of those four alternatives.
