The Congress has also recognized*1 the importance of the Bay program by funding the cl'ean-up effort every year.
“Last year, EPA, Virginia, Maryland, Pennsylvania and the District of Columbia worked together to develop the Chesapeake Restoration Plan, which clearly defined the general objectives of a cooperative federal-state program to clean up the Bay. The Restoration Plan has laid a solid foundation. However, it is only a foundation. The next step is to define specific water quality standards, Bay-wide strategies and goals for all the tributaries of the Bay,” urged Virginia’s Junior Senator.
