The trash problem turned into a trash crisis last Thursday night as the Board of Supervisors declared that “a clear and present state of emergency exists in regards to the removal and disposal of Rappahannock County solid waste.”
The declaration, which came after an executive session on contracts and potential litigation, allows the board to contract with Community Trash, Inc. to haul Rappahannock’s solid waste to Culpeper for disposal in that county’s landfill without going through the bidding process set out in Virginia’s public procurement act.
The resolution specifies that Community Trash will be paid $13,000 per month to haul Rappahannock’s trash to Culpeper, “if same becomes necessary.”
Community Trash now maintains the dumpsters in which local residents deposit solid waste. In addition, the company holds a permit jointly with landowner Clifton Clark for the privately owned and operated landfill near Woodville where the contents of the dumpsters are disposed of. Both the county’s contract with Community Trash and the permit issued by the state for the Clark landfill will expire at the end of this month.
