In Rappahannock, the first time anything new has started through the channels of local government, it’s traditionally been a trial and error voyage while officials and applicants figure out unfamiliar procedures, time frames and regulations. But with administrative assistant John McCarthy at the helm, the county’s first conditional zoning application sailed smoothly through hearings by the Planning Commission and Board of Supervisors, causing barely a. tipple of public comment.

Conditional zoning allows a landowner to offer specific concessions in exchange for a new land use. In counties to the north, these proffers have taken the form of road improvements, sewer line extensions, permanently dedicated open space and money to build or enlarge schools. With these considerations, the developer gets a rezoning for a subdivision or commercial development.
