park’s revised estimate is too high. The park is about 300 square miles in area, and a population of 600 is two bears per square mile, he said. He thinks that’s too little room for the creatures, who roam over a wide area in search of food.

But, as the Game Commission’s sole trapping specialist, he handles all the bears captured in the state, and he doesn’t dispute the fact that there’s a problem, one which has existed since his dad was the Commission’s trapper.

“We’ve had trouble for 15 or 20 years,” Mr. Foster recalled.

“And you always will,” Warden Blank agreed.

“Yeah,” Mr. Foster replied, “as long as the park is there.”
