With an operator hired and set to begin work at the site on Sept. 29, County Administrator John McCarthy announced Tuesday that the county plans to open its new landfill in Amissville on Monday, Oct. 3.

Mr. McCarthy said that the county has hired Harold Artz, a contractor from Amissville as its operator at the county landfill on Route 639 east of the Amissville village. He was hired by a unanimous vote of the Board of Supervisors last week, the county administrator said. “It will be a full-time position,” Mr. McCarthy said. “It will basically be his landfill. He is responsible for its operation — he will open it, close it, and direct the loader operator and equipment” which the county has under contract from Community Trash Inc. of Culpeper.

Mr. Artz, the county administrator said, is a former plumbing contractor with excavating experience. Although he will be directly responsible for the landfill operation, Mr. McCarthy has explained in the past that the chain of responsibility for the landfill runs from Mr. Artz, to him and ultimately to the county’s Board of Supervisors.

Mr. McCarthy added that Mr. Artz will be working on the construction of the building which will serve as his office at the site as well as overseeing operation of the public convenience area, where residents may deposit trash as well as drop off recyclables (see related article).

Mr. Artz has been familiarized with landfilling operations by engineer Leonard Joyce, Mr. McCarthy said, and will attend a state training course which leads to certification as a landfill operator the next time the course is offered, probably early next year. Mr. Joyce’s firm will continue to consult on the landfill operation after it is opened, Mr. McCarthy added.
